RULES AND STANDARDS FOR PRODUCTION AND MARKETING OF FORAGE SEEDS

The diversity of rules and quality standards, some of them excessively rigorous among the different States, for forage seeds, has impaired interstate trade and the Brazilian agricultural production as well. The unification of these rules and standards, at least in the center-south region of Brazil, is an imperious must. The extension of the sales tax exemption benefits to forage seed exports would favorably affect the degree of exploration of the enormous Brazilian potential for tropical and temperate forage seed production. Research efforts to solve old and chronical problems related to the production of winter forage and grains are much needed since, aside wheat, farmers have had little alternatives in choosing a winter crop. Supported by research, forage crops, forage cereals and cereal grains, as winter crops, could become important sources of agricultural products to the country.
