With the appearance of the mass society, the right starts to worry with the consumption relationships between the consumer and the furnisher. In the decades ?50? and ?60?, of this century, with the growth of the companies and increase of the technology of the products and production methods, of course the consumer was the vulnerable part in this consumption relationship. The following decades, we witnessed to be that a period where the domain of the knowledge is essential to obtain the negotiation power. The development of the Science becomes necessary for the human being survival and of the improvement of the life quality. In Brazil, the Defense Rigths of the Consumer intends reduce the consumer?s weakness before the economic, political and decision power of the vendors. It fits to the Right to be present in the evolutions of the society, and, due to the development of the technology, specific legislations appear, for example the Law of Biosafety (1995), Law of Patents (1996) and Law of Plant Variety Protection (1997), as well as, the Seed Law, now in the National Congress.
